What is a Regulation Plan and Why It Matters
The Most Important Document in Bulgarian Property
Before you fall in love with a plot of land or a village house in Bulgaria, there’s one thing you absolutely must check: the Regulation Plan (Подробен устройствен план, or PUP).
What Is a Regulation Plan?
A Regulation Plan defines plot boundaries, establishes zoning, sets build parameters (height, footprint, setbacks), and confirms infrastructure obligations. Without one, land is considered unregulated (нерегулиран).
Regulated vs Unregulated Land
Regulated land (регулирано): has a valid PUP, can be built upon, can be mortgaged, is straightforward to sell.
Unregulated land (нерегулирано): has no development plan, cannot be built upon, cannot be mortgaged, requires years of administrative process to regulate.
How to Check
Get the parcel identifier (имотен номер), contact the municipality’s technical department, request to view the PUP, and have a licensed architect verify it.
